Instructions for job seekers
This page has compiled useful instructions and forms related to services for job seekers participating in the Oulu region municipal employment pilot to be filled out.

If you belong as a customer to the municipal employment pilot, you will be informed personally. You will automatically become a customer of the pilot and you do not need to contact your municipality or the TE Office. During the pilot, the new job seeker registers in the electronic ’Asiointi’ service. The TE Office will refer the pilot’s customers to the municipality.

In the municipal employment pilot, some unemployed job seekers have been transferred from the TE Offices to the employment services of their own municipality.
These include
- unemployed job seekers
- employed persons
- job seekers in employment services whose municipality of residence is in the pilot area and
- people who do not meet the conditions for receiving income support, or
- people under 30 years of age, immigrants or foreign-language speakers.

The customership lasts for the entire duration of the municipal experiment, until 31 December 2024. For example, if a customer is employed for a limited period and becomes a job seeker again, they will continue to be a customer of the pilot.

- your studies end and you do not have a full-time job.
Unemployment insurance
Unemployment benefit is designed to compensate you for the financial losses you suffer as a result of unemployment. You can only get unemployment benefit, or unemployment insurance, if you are registered as an unemployed job seeker. You can register, for example, using the TE services’ ’Oma Asiointi’ online service.
The different forms of unemployment benefit include earnings-related daily allowance, basic daily allowance, and labour market subsidy.
The Joint Association of Unemployment Funds in Finland comprises 14 unemployment funds, which pay their members earnings-related unemployment benefit (earnings-related daily allowance) during unemployment. If you are not a member of an unemployment fund, you can apply for unemployment benefit from Kela.
The rights and obligations of an unemployed job seeker
Because unemployment benefit is a reciprocal benefit, you have rights as well as obligations as an unemployed job seeker. Unemployed job seekers include not only job seekers who are out of work, but also, for example, those who are laid off or inactive.

Services include familiar employment services such as job placement, information and advice services, career guidance and counselling, wage subsidies, start-up allowances for new entrepreneurs, job search and career coaching, labour market training, work and training trials, expert assessments and self-directed studies with unemployment benefits. The Municipal Employment Pilot also provides integration services under the Integration Act. In addition, municipalities can organise municipal employment promotion and support services for their customers.
You will be assigned a personal coach who will negotiate your participation in the services and provide you with individual guidance. They will support you in your job search and advise you on unemployment-related matters with the authorities.
The personal coach will take stock of your situation and work with you to design a personalised pathway to work, training or other services that meets your goals. The coach will refer you to services and monitor the progress of your situation. The aim is to provide a personalised and seamless service.

As an unemployed job seeker in Oulu, you can get a daytime sports card for three months free of charge. The benefit can be used for either gym or swimming, and you can start using it any time between October and December.

If you are unemployed, you are entitled to a free health check at a nurse’s office. The purpose of these check-ups is to assess and strengthen your state of health, well-being, and ability to work and function.

The aim of the municipal employment pilots is to promote more effectively the employment and training of unemployed job seekers and to bring new solutions to the problem of access to skilled labour. They aim to improve access to the labour market, particularly for those who have been unemployed for longer and for those in a vulnerable situation. They will develop services to support job seekers in finding employment and service models that take into account the individual situation and needs of each customer.
