Companies, associations, organisations, clubs or foundations operating in the Oulu city region (Oulu, Hailuoto, Ii, Kempele, Liminka, Lumijoki, Muhos and Tyrnävä) can employ people with a summer job voucher from the City of Oulu. The employer must have a business identity number. This means that a private person cannot employ anyone with a summer job voucher.
Summer job voucher support
With a summer job voucher, you can employ a young person aged 15–17 (born between 1 May 2006 and 30 April 2009) from Oulu to work during the summer period from 1 May –30 September 2024. The young person can use one summer job voucher during the summer and it is personal.
We will subsidise the employer’s wage costs for the young person with a summer work voucher to the amount of EUR 330. The subsidy is paid to the employer afterwards. The application must be submitted via eAsiointi by 31 October 2024.
The summer job voucher employment lasts two weeks and the working time is 30 hours per week or 60 hours in total during the summer period. If the total number of hours is less than 60 hours, the summer job voucher subsidy will be paid according to the number of hours worked.
The voucher cannot be used at the same time as other summer job schemes targeted at young people (e.g. the “Discover working life and earn” scheme).

- Make sure the young person has a summer job voucher.
- Agree with the young person on pay and any allowances.
- Make a written contract with the young person.
- Ask the young person for the original summer job voucher, on which the young person should enter their details.
- When the summer job is over, pay the salary and write a certificate of employment.
- You will need the number of hours worked and the duration of the employment to apply for the summer job voucher.
- Return the application form, the employment contract and the official pay slip electronically via eAsiointi by 31 October.
- We will pay the summer job voucher subsidy to you.

What must a pay slip show?
A pay slip must show the following details:
- name, social security number, address, and phone number of employer
- name, social security number and address of employee
- basic information about the employment (start and end date, labour agreement applied, working hours, salary basis)
- amount of salary and the tax withheld
- date of salary payment
- amount of employee pension payment and unemployment insurance withheld
- amount of health insurance contribution
- holiday compensation
- working hour dividers for calculating hourly salary
- If working time is 38 h 15 minutes (general working hours), the divider for calculating hourly salary is 163
- If working time is 36 h 15 minutes (office working hours), the divider for calculating hourly salary is 152
- If working time is 37 h 30 minutes (office working hours), the divider for calculating hourly salary is 160
Exemplary calculations when the field has no labour agreement or a generally
binding labour agreement:- 1399 € and full-day working time is 38 h 15 mins, making the hourly salary 8.58 € (1399 ÷ 163 = 8,582…)
- Working time 30 hours per week, making the working time and salary percentage 78.43%
- 1399 € and full-day working time is 36 h 15 mins, making the hourly salary 9.20 € (1399 ÷ 152 = 9,203…)
- Working time 30 hours per week, making the working time and salary percentage 82.76%
- 1399 € and full-day working time is 37 h 30 mins, making the hourly salary 8.74 € (1399 ÷ 160 = 8,743…)
- Working time 30 hours per week, making the working time and salary percentage 80%
In 2024, the minimum salary according to the work requirement stated in the Unemployment Security Act must be at least 1399 €/month (Kela: What is the work requirement?)
